Yeah, but OP wants his own power armor station which kinda makes me believe that he doesn't feel like using "somewhere else" method.
Warning, don't certify a set before you have the plans or you'll never get the plans. Um once you've gotten the plans you could have built it somewhere else, and then just come in one time when you had everything together and had it certified. Still, it is best to know what you're getting into before you even go there, you're going to build an excavator power armor as a part of the quest, so my advice is google all the materials and amounts of each material to be able to build the complete set of excavator power armor and only when you get all the materials go to do that quest, that will save you hours and hours of frustration. Well, I admit I could just make notes of what I need to gather, so that I could do it sooner, but it was late night and I was too tired to bother with figuring out what materials am I still missing and writing it all down. I had to go through the whole area, killing all the robots several times to finish it part by part, because first I was missing one material, then I was missing some other material and so on.
On the other hand, the quest itself is tedious and hell of a fight if you go there not really knowing what to expect.
